Title I Parent Involvement Facts
What is Title 1?
Title 1 is the largest federal aid program that provides financial assistance to districts and schools with high numbers or high percentages of children from low-income families to help ensure that all children meet challenging state academic standards.
The Elementary and Secondary Education Act (ESEA) was first enacted in 1965, and was last reauthorized in 2001 as the No child Left Behind Act (NCLB).
New York State's ESEA Flexibility Waiver Request was initially approved by the United States Department of Education (USDOE) in 2012, then renewed by USDOE in 2015.
ESEA was reauthorized by Congress as the Every Student Succeeds Act (ESEA) and signed into law by President Obama in December 2015.
ESSA eliminates much of the prescriptiveness of the No Child Left Behind Act and the ESEA Flexibility Waivers.
What is the Goal of Title 1?
The goal of Title 1 is to ensure that all children have a fair, equal, and significant opportunity to obtain a high-quality education and reach, at a minimum, proficiency on challenging state academic achievement standards and state academic assessments.
SIMPLY STATED, TITLE 1 IS ALL ABOUT IMPROVING STUDENT ACHIEVEMENT.
There are two types of funded
- Target Assisted
Only Title I students receive services provided by Title I funding - School Wide Program
All students and parents receive services provided by Title I funding.
We are a School Wide Program School (SWP)
What is a Title 1 Schoolwide Program?
A Title 1 Schoolwide Program (SWP) addresses the educational needs of all students with comprehensive strategies for improving the whole school so that every student achieves high levels of academic proficiency.
SWP can improve academic achievement throughout a school so that all students,, particularly the lowest-achieving students, demonstrate proficiency related to the state's academic content standards.
SWP builds on schoolwide reform strategies, rather than separate, add-on-services.
Title 1 1% Set-aside Funds:
A minimum of 1% of a school's allocation of Title 1, Part A funds must support parent involvement activities and programs. Title 1 schools and parents of students served in the Title 1 program must jointly agree upon the use of the set-aside funds. Chancellor's Regulation A-655 requires School Leadership Team to consult with Title 1 parent representatives regarding the Title ! program and the use of these funds.
- The minimum 1% set-aside for our school is $2,893.00
- Title 1 schools must provide activities for parents and family members that help improve student achievement:
- Included in the schools parent and family engagement policy.
- Aligned with student achievement goals as outlined in the school's CEP.
There are two federally mandated documents that must be attached to the CEP - Comprehensive
Education Plan. Parents, PTA, PAC, Principal, and Parent Coordinator are responsible for
approving these documents.
- School Parent Compact - Located in the school's CEP
- Parent and Family Engagement Policy - Located in the school's CEP
What is the Parent Advisory Council (PAC)?
- Parent Advisory Council or PAC are the members of ur school community who organize our Title 1 Parent Involvement funding.
- Programs must support the parents in literacy, math, science, social studies, health and more.
- You will be invited to monthly meetings to share your ideas on the programs you would like to see and how you would like the parent involvement funding to be used.
The Principal is responsible for facilitating the Annual Title I Parent Involvement Meeting to parents.
The Parents is responsible for writing the Parent Involvement Action Plan/Budget Proposal.
We must provide our parents with the following information:
A description and explanation of the school’s curriculum.
Information on the forms of academic assessment used to measure student progress.
Information on the proficiency levels students are expected to meet.
Opportunities for regular meetings at a convenient time.
You can ensure that Title I programs and services are working effectively in our school by:
Attending Monthly PAC Meeting to discuss and vote on workshop that will help you to assist your child to reach there academic goals.
Attending Parent Workshop to receive information and resources to benefit your child learning.
Being an involved parent by running for positions on SLT, PTA and PAC parent teams. Also, volunteer for school wide events.
Asking questions and doing your own research on DOE website and our school's website.

TITLE 1 MANDATED MEETING MINUTES 2023 – 2024
MEETING WAS HELD ON WEDNESDAY OCTOBER 11TH 2023. AT 6:35 p.m. ON ZOOM
PRESENTED BY MR. AGGOUB – PRINCIPAL
Mr. Aggoub welcomed our parents and guardians. There were 44 parents in attendance.
Mr. Aggoub shared with our families a detailed google slides on Title 1 Funded as follows: -
- Title 1 is the largest federal aid program that provides financial assistance to districts and schools with high numbers or high percentage of children from low-income families to help ensure that all children meet challenging state academic standards.

You will be invited to monthly meetings to share your ideas on the programs you would like to see and how you would like the parent involvement funding to be used.
- What Parents need to do to make sure Title 1 Programs are working in our school. Attend parent workshops and meetings, become involved and ask questions. Parent Advisory Council meetings are the first Thursday of each month unless a conflict arises. We will try to schedule another workshop on the same day of the meeting.
- Mr. Aggoub inform parents of the right to know – requesting the qualifications of your Child’s Teacher(s) Title 1 parents will receive written notification from the school that they may request information about the professional qualification of their child’s teachers. Completed request forms should be submitted to the principal.

We invite all parents to attend our Monthly PAC Meeting to discuss parent workshops that are beneficial to all parents.
Monthly meeting are held on the first Thursday at 8:30 p.m. of each month, unless such dates fall on a legal or religious holiday, in such instances, the meeting shall be held on the following Thursday or previous Thursday of that particular month as determined by the board members and as per Bylaws.

Meeting was call to order at 8:36 a.m.
All members of the PAC team were in attendance, there were 18 parents in attendance
Chair Person Isabel Vargas welcome all parents, she introduces the PAC team, new member
Karina Sanchez co-chair and herself. She ask parents if they needed translation and everyone said they understand English.
Explain what PAC is about Parent Advisory Council, under the Title 1 funded, 1% of the funded to use for parent engagement, these PAC monthly meeting is where we discuss workshops for parents to help their child academic growth.
Also, the lunch form is very important for parents to fill out because it help with our funded.
Ms. Vargas introduces this year budget amount - $3,131.00
Ms. Vargas voted on the following workshops:
- Thanksgiving Book - $150.00 – approved by Wendy Gonzales and Megan Mele
- Others books for different holiday $600.00 – approved by Wendy Gonzales and Flor Arauco
- Refreshment $250.00 for the year – approved by Megan Mele and Kristen Elfers
- Holiday craft $200.00 – Megan Mele and Flor Arauco
- Sigh word for lower grade – Flash cards $150.00 – approved by Wendy Gonzales and Kristen Elfers
- Lower grade math – flash cards and dice $150.00– approved by Megan Mele and Kristen Elfers
- Upper grade math – flash cards $150.00– approved by Flor Arauco and Wendy Gonzales

• Cornell Nutrition workshop, series of 8 classes $200.00 – approved by Ms. Ramos & Ms. Chan
